Yet he went to Haru and then Makoto.

I think he knew that out of all three, Rei would be the one to most likely notice something was off with him and he knew he wouldnt be able to lie to him. He was probably hoping Haru (who usually isnt very nosy) wouldnt notice or wouldnt care about Nagisa’s reason, and then Makoto…because even Makoto was less ‘dangerous’ than Rei. But it failed.
